Why do people use a program to make a website?

Some people like to have more control over their website and a website building program offers more control and in some cases more features, also not all web hosts have a nice website builder, also some people prefer more complicated hosting systems because of all of the features, I my self prefer cpanel with the concrete5 website builder which is an excellent opensource free website builder.
